SUMMARY:

Perform duties necessary for the design, development, installation, configuration, management and maintenance of the Library District’s network infrastructure and components. Responsible for network hardware and software including network security, patches, firewalls, and recommending defensive security measures. Primary support for staff workstations. Performs technical duties requiring the exercise of skill, initiative and independent judgment working cooperatively with IT Department, Administrative and Branch staff to accomplish District goals. Interface with Computer Systems Administrator to ensure appropriate resolution during system outages or hardware failures.

Works independently on assignments with general instruction on results expected, recommending to IT Coordinator proposed plans for projects, and receiving guidance on unusual or complex issues. May serve as liaison with a variety of committees and organizations inside and outside the Library District system.

ESSENTIAL JOB FUNCTIONS:

1. Develops, maintains, and updates networks within the Library District’s branches and departments.

2. Plans and coordinates the design, installation, configuration, management and maintenance of the network infrastructure and all components (including switches, routers, servers, firewalls).

3. Provides estimates of time to implement, and recommends a schedule for upgrades.

4. Installs and configures new hardware and software (excluding ILS), maintains, repairs, or replaces all hardware that comprises the network, including individual PCs, printers, routers, switches, and all other peripheral equipment.

5. Maintains updated documentation of the configuration of the system.

6. Responsible for the security of the network. Deploys software patches, maintains firewalls, and takes preventative measures to prevent security problems including locking down systems so that only authorized personal can access and use them.

7. Monitors the performance of the network to ensure that it functions smoothly; performs system performance tuning. Plans for and responds to service outages and other network related problems.

8. Develops a storage management program, provides for routine backups, and maintains related warranty information.

9. Works cooperatively with District managers and staff to provide IT network customer service for problems and issues, as needed.

10. Confers with management to resolve issues that may effect the Department or the Library District.

11. Drives Districts van to multiple locations; lifts and stacks IT equipment weighing up to 75 pounds; and accesses and connects cables/plugs on the floor, under desks, behind furniture, etc. as needed.

GENERAL JOB FUNCTIONS:

1. Provides staff training individually or in classroom setting when needed.

2. Serves as a resource for staff for network and hardware questions.

3. Assists with Department budget development, as required.

4. Directs users to appropriate help for IT problems and issues.

5. Acts as top tier support for District teleconferencing system.

6. Performs other department duties and projects as needed.

EQUIPMENT USED:

Desktop and laptop computers, printers, and other computer and electronic equipment used for District communications; electronic and network diagnostic and repair tools; diagnostic, performance, and security software programs; and District delivery van.

EDUCATION AND EXPERIENCE:

Must have experience with network operating systems and hold a BA/BS in a related field. Must have strong communication skills to explain complex ideas easily, have proven organizational and customer service skills, and be able to work independently and in a team. (Under exceptional circumstances, relevant experience or training may be substituted for degree requirement.) Must have at least 5 years experience in IT and 3 years as a Microsoft Network Administrator. MCSE, MCTS, or MCITP certification or equivalent preferred, but not required.
