Affirmative Action Plan
The St. Charles City-County Library is and has always been committed to equal employment opportunity and shall not discriminate in any of its employment practices on the basis of race, color, creed, sex, age, marital status, national origin or physical disability unless based on a bona fide occupational qualification. This affirmative action plan shall apply principles of equal employment opportunity to managerial, professional, clerical, service, technical and operative staff of the St. Charles City-County Library District.
The Affirmative Action Plan of the St. Charles City-County Library District directly relates to other employment policies of the District. Recruitment for positions shall normally be announced to staff through the District’s staff newsletter, "The Grapevine". Public announcement of positions not filled internally shall be posted within all District facilities for a period of at least one week. Positions requiring a masters degree in library science shall have announcements sent to regional library schools accredited by the American Library Association as well as two predominantly African American library schools accredited by the American Library Association: Clark Atlanta University and North Carolina Central University. Although the District shall attempt to make position announcements available to women, minorities, and people with disabilities, selection for all positions whether paid or volunteer shall be strictly on the basis of merit.
The District shall comply with provisions of the Americans with Disabilities Act necessary to insure disabled applicants and employees with equal employment opportunity.
In addition, principles of equal employment opportunity shall apply to compensation benefits, promotions, transfers, demotions, terminations and miscellaneous personnel actions for both paid and volunteer staff.
The District shall utilize self designation forms to track applicant flow. Such self designation forms shall be separated from the applications and kept separately by the Human Resources Manager.
Firms dealing with the District shall specify as a matter of submitting bids that they do not discriminate on the basis of race, color, creed, sex, age, marital status, national origin or physical disability unless based on a bona fide occupational qualification.
