Adjustment to Approved Positions
The budget for the St. Charles City-County Library district includes a list by branch/department of individual positions, their respective FTE (Full Time Equivalent), and the projected cost, as well as the total FTE and cost for each branch/department. When the budget is approved, these positions, FTE's and costs are also approved.
When an adjustment in the FTE of a position is proposed, the Branch/Department will notify the Human Resources Manager by submitting a Position Request Form and attaching a justification for the adjustment. The Human Resources Coordinator will track the total FTE for each job classification in a branch/department and will notify the Director and the board of Trustees of any increases in the total FTE and/or total cost for a branch/department.
NO BOARD APPROVAL REQUIRED-If there is a proposed adjustment to the FTE of an approved position, Board approval is not needed if:
1 . The adjustment does not change the total FTE for that classification or for the branch/department; and
2. The adjustment does not increase the cost for that job classification in the branch/department.
BOARD APPROVAL REQUIRED -During the budget year, if there is a proposed adjustment in the FTE of an approved position or positions, approval by the board of Trustees will be needed if:
1. The change increases the branch/department's total FTE for that job classification; or 2. The changed increases the total cost for that job classification.
INCREASE IN FTE (GENERAL): If the increase in FTE requires Board approval and the increase is approved, the additional hours will be awarded to the employee with the most seniority and demonstrated satisfactory job performance. If the employee with the most seniority declines the additional hours, the employee next in line in seniority will be offer the additional hours. The offer would continue down the line of seniority until accepted.
INCREASE IN FTE (PART TIME TO FULL TIME): If the increase in FTE requires Board approval and the increase takes a position from part time to full time, the position will be posted internally District wide. Eligible applicants will be interviewed and the position will be awarded to the most qualified applicant. This policy does not apply to decreases in FTE and costs for a job classification, unless that decrease will substantially impair the quality of service provided.
